AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog

AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, raising alarms about a possible risk to democratic processes just eight days before the country’s general election.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a report published ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the stances of these parties, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed across the continent for the showing of the PVV.

The far-right party of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

Every significant political faction have rejected a coalition with the Freedom party, meaning the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
